English politician Ian Harvey was BOTD in 1914. Born in Surrey to a military family, he was educated at Oxford, where he became involved in the Conservative Party. During World War Two, he served in the Royal Artillery, eventually being promoted to lieutenant-colonel. After the war, he worked in advertising and public relations, and married Clare Mayhew with whom he had two children. Elected to Parliament in 1950, he became Parliamentary Secretary to the Minister of Supply and the Under-Secretary of State at the Foreign Office. He was also a member of a Select Committee that recommended harsh punishments for “practising homosexuals” in the armed forces. In 1958, he was caught in St James’ Park in London having sex with 19 year-old Anthony Plant, a soldier in the Coldstream Guards. Harvey attempted to escape and gave a false name when he was arrested. Both men were charged with gross indecency and put on trial; the charges were dropped and they were released with a fine (with Harvey chivalrously paying both his and Plant’s fine). When told about Harvey and Plant being caught in the park in the chilly English winter, Prime Minister Winston Churchill is reported as saying “By God, man, it makes you proud to be British”. The scandal ended Harvey’s political career: he resigned from Parliament and returned to public relations work, publishing a memoir To Fall Like Lucifer in 1971. He became active in the Campaign for Homosexual Equality during the 1970s, while remaining a devoted member of the Conservative Party. He died in 1987, aged 72, estranged from his wife and family.
